Special Budget Meeting


Roll Call – Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore – Present.

Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Nancy Hussey, Assistant Corporation Counsel; Lisa Green, Comptroller; Trish Geer, Secretary to Corporation Counsel, Gary Giannotta, Police Chief, Frank DeOrio, Municipal Utilities Director, Gerry DelFavero, Public Works Director.

All stood for the Pledge of Allegiance to the Flag.   

The Mayor asked for a moment of silence.  

Matters Before Council

Sales Tax Exemption
The City Clerk read a first reading of Local Law #1 of 2006 authorizing an amendment to the City of Auburn Sales and Compensating Use Tax Exemptions on motor fuel and diesel motor fuel over  Three ($3.00) dollars per gallon.

Budget
Ordinance #11 of 2006 authorizing amendment to the code of the City of Auburn Chapter 297 - Water Service. Council, and the City Manager discussed. Vote: Councilor Graney, McNabb, Smith, and Mayor Lattimore yes; Councilors Smith and Dempsey, no.  CARRIED.

Financial Resolution #121 of 2006 authorizing an amendment to the City Manager’s proposed 2006-07  budget – Solid Waste Fund.  Frank DeOrio, Director of Municipal Utilities, the City Manager, Lisa Green Comptroller and Council discussed the landfill.  Vote: Councilor Graney, McNabb, Dempsey, aye; Councilor Smith and Mayor Lattimore, no.  CARRIED.

Financial Resolution # 122 of 2006 authorizing various amendments to the City Manager’s proposed 2006 – 2007 budget.  Mayor Lattimore and Councilor Dempsey debate issues regarding the budget.  Council discusses.  
At 8:35PM Council adjourned to Executive Session to discuss the employment history of a particular person.    Council resumed the meeting at 9:10PM.
After voting 4 to 1 (Councilor Smith opposed) to make amendments specific lines of the budget, Council voted.  Vote: Councilor Graney, McNabb, Dempsey and Mayor Lattimore, aye Councilor Smith no.  CARRIED.

Resolutions 123, 124, and 125 were pulled.

Resolution # 126 of 2006 authorizing adoption of the City Manager’s Recommended Budget for 2006-2007.  Vote: Councilor Graney, McNabb, Dempsey and Mayor Lattimore, aye. Councilor Smith, no.  CARRIED.

Mayor Lattimore asked Assistant Corporation Counsel Nancy Hussey if she had determined if the City could prohibit convicted felons from renting subsidized housing.  She said she hadn’t had time since Tuesday to do so.  She said that the City most likely does not have the authority because Section 8 housing is federally funded.  Chief Giannotta commented.

Mayor Lattimore asked if there was an ordinance in place to prohibit tractor-trailers from parking in residential neighborhoods.  Corporation Counsel agreed to investigate.

Mayor Lattimore asked Corporation Counsel if they would ask Adelphia why Auburn senior citizens don’t get a special rate as they do in other communities.

Mayor Lattimore commented on his Ambassador’s Club.

City Council adjourned at 9:50PM.
